      <![CDATA[<p class=MsoNormal style='text-align:justify'><b>Greetings! First, </b>Here is
an update from Washington, D.C. The <b>Federal Aviation Administration (FAA)</b>
finalizes a federal rule, effective November 19, 2009, to enhance safety by
separating low-altitude, local aircraft flights over the <b>Hudson River</b><b>
</b>from flights transiting through the river airspace. The rule now requires
pilots to follow safety procedures that were previously recommended, but were
not mandatory. The rule also will incorporate provisions of an October 2006
Notice to Airmen that restricted fixed-wing aircraft in the exclusion zone over
the East River to seaplanes landing or taking off on the river or those
specifically approved by <b>FAA Air Traffic Control.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, </b>The <b>FAA </b>also
is proposing to put limits on airlines and other operators hiring <b>FAA Safety
Inspectors </b>and their managers for two years after those employees leave the
agency. Proposed rule would prohibit air carriers, flight schools, repair
stations, and other certificated organizations from employing or contracting
with former <b>FAA inspectors</b> and managers to represent them in agency
matters if the former employee had any direct oversight of the certificate
holder in the preceding two years. The rule also would apply to anyone who owns
or manages a fractional ownership program aircraft.</p>

<p class=MsoNormal style='text-align:justify'><b>Thirdly, General Aviation
Manufacturers Association (GAMA) </b>also reports deliveries of general
aviation aircraft have fallen <b>47 percent</b> in the first nine months of <b>2009
</b>when compared with the same time a year ago. Plane makers shipped <b>1,587
piston aircraft, turboprops, and business jets </b>in the first nine months,
down from <b>2,982 </b>a year ago. Billings are down <b>23.5 percent.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Fourthly, </b>following is an
update concerning Missouri Aviation. Here is the only list of current bills as

<p class=MsoNormal style='text-align:justify'><b>Greetings! First, </b>Here is
an update from Washington, D.C. <b>The U.S. Senate </b>approves a final version
of the <b>FY-2010 </b>spending bill that provides funding to <b>Department of
Homeland Security (DHS) </b>and<b> Transportation Security Administration (TSA)
</b>for the fiscal year that began <b>October 1<sup>st</sup>, </b>sending the
measure to <b>President Obama.</b> The final agreement includes more than <b>$1
billion </b>for airport baggage system upgrades and provides funding and
congressional direction on the <b>Large aircraft Security Program, TSA </b>staffing,
checkpoint screening technology, and air cargo security. Key provisions
include:</p>

<ul style='margin-top:0in' type=disc>
 <li class=MsoNormal style='text-align:justify'><b>$2.76 billion </b>for <b>TSA
     </b>screener personnel, with nearly <b>$212 million </b>provided for
     behavior detection officers.</li>
 <li class=MsoNormal style='text-align:justify'><b>$1.028 billion </b>for the
     purchase and installation of explosives detection equipment in airports.</li>
 <li class=MsoNormal style='text-align:justify'><b>$1.28.7 billion </b>for
     checkpoint technology.</li>
 <li class=MsoNormal style='text-align:justify'><b>$123 million </b>for air
     cargo security to help meet the <b>August 2010 </b>deadline for <b>100
     percent </b>screening of cargo on passenger aircraft.</li>
</ul>

<p class=MsoNormal style='margin-left:.25in;text-align:justify'><b>&nbsp;</b></p>

<p class=MsoNormal style='margin-left:.25in;text-align:justify'><b>Secondly, the
U.S. House </b>passes aviation safety legislation, <b>H.R. 3371, </b>the <b>Airline
Safety and Pilot Training Improvement Act of 2009, </b>with the intention of
enhancing airline safety by significantly increasing the flight hours required
for commercial first officers and strengthening pilot training.</p>

<p class=MsoNormal style='margin-left:.25in;text-align:justify'><b>Thirdly, FAA
Administrator Randy Babbitt </b>announces that serious <b>runway incursions </b>were
down <b>50 percent </b>for the most recent <b>12-month </b>period compared to
the previous year. There were <b>12 serious incursions in FY2009, which</b>
ended <b>September 30<sup>th</sup>, </b>with only <b>two involving commercial
carriers, </b>compared to <b>25 </b>such events in fiscal year <b>2008, </b>with
<b>nine involving commercial carriers.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Greetings! First, </b>Here is
an update from Washington, D.C. In late July both <b>Houses of Congress </b>moved
forward on <b>FAA reauthorization, </b>which has been subject to continuing
resolutions for <b>two years. </b>The <b>House passed H.R. 3288, </b>its <b>DOT/FAA
</b>spending bill which provides <b>$3.515 billion </b>for the <b>Airport
Improvement Program (AIP) </b>and some <b>$175 million </b>for the <b>Essential
Air Service Program, $53 million above 2009 funding. </b>The bill does not
contain funding for the <b>Small Community Air Service Development Program.</b></p>

<p class=MsoNormal style='text-align:justify'>The <b>Senate, </b>meanwhile,
passed <b>S.1451, </b>its <b>reauthorization legislation</b> that would
increase <b>AIP funding to $4.1 billion by 2011, </b>but does not offer a hike
in the passenger facility charge cap, now set at <b>$4.50.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, </b>The <b>General
Aviation </b>industry, which each year contributes an average of  <b>$150
billion </b>to the economy, lost <b>19,000 jobs </b>over the past year, and
among the industry’s biggest coming challenges is the implantation of <b>NextGen
</b>– financial incentives may help, says <b>General Aviation Manufactures
Association (GAMA). </b>The organization last Thursday October 29, 2009 told a <b>House
Subcommittee on Aviation </b>that steps necessary for putting <b>NextGen </b>in
place <b>“will be imperative in helping realize long-term safety, capacity,
economic and environmental benefits, “ GAMA </b>said. But user confidence is
key, meaning, in the words of <b>GAMA Vice President of operations Jens Hennig,
</b>that “equipage will only take place when users are confident about the
potential for benefits,” until then, <b>GAMA </b>supports financial incentives
for operators. Meanwhile, the industry is pushing ahead with investments in <b>NextGen
</b>avionics like <b>Required Navigation Performance </b>data communications,
and <b>ADS-B. </b>Those pieces of the puzzle not only help develop <b>NextGen, </b>but
also stimulate economic growth and employment. There are potential bottlenecks
in the future.</p>

<p class=MsoNormal style='text-align:justify'><b>Thirdly, </b>following is an
update concerning Missouri Aviation. Here is the only list of current bills as

an update from Washington, D.C. The<b> Federal Aviation Administration </b>is
proposing restructuring the low-level VFR airspace around Manhattan in response
to this summer’s collision between a sightseeing helicopter and a light
aircraft over the Hudson River. <b>FAA </b>wants to separate traffic flying
over the river from aircraft flying to and from heliports and seaplane bases by
altitude, and will include a new <b>Class B VFR </b>corridor that the agency
wants to be the preferred choice of pilots flying over the Hudson.</p>

<p class=MsoNormal style='text-align:justify'>The new airspace will go from <b>1,300
feet to 2,000 feet </b>and aircraft within it will operate under direct air
traffic control. Uncontrolled <b>VFR </b>traffic will operate between <b>1,000
and 3, 000 feet</b> and pilots will be required to monitor a common frequency
and announce entry, progress, and departure from the airspace. The working
traffic below <b>1,000 feet </b>will monitor the same frequency. New charts
will be created to clearly delineate the corridors and will highlight the
hybridized <b>Class B.</b> ‘These steps will significantly enhance safety in
this busy area and create crystal-clear rules for all of the pilots who operate
there,” says <b>FAA Administrator Randy Babbitt. </b>The new rule would also
formalize some common practices.</p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, Department of
Transportation Office of Inspector General </b>finds that the <b>FAA’s </b>process
for awarding stimulus funds for <b>Airport Improvement Program (AIP) </b>projects
does not meet federal requirements, in an advisory to <b>DOT. Federal </b>stimulus
requirements call for transparent, merit-based selections and effective
administration of funds, but <b>FAA </b>awarded millions to low-priority
airport projects of questionable-economic merit and to airports whose operators
have histories of grant management problems, says the <b>Office of Inspector
General. FAA </b>said it wanted to ensure widespread geographic distribution of
funds. <b>DOT </b>was awarded <b>$1.1 billion in stimulus funds </b>for airport
improvements; <b>FAA </b>has approved some <b>263 projects worth $873.9
million.</b></p>

contain funding for the <b>Small Community Air Service Development Program.</b></p>

<p class=MsoNormal style='text-align:justify'>The <b>Senate, </b>meanwhile,
passed <b>S/1451, </b>its <b>reauthorization legislation </b>that would
increase <b>AIP funding to $4.1 billion by 2011, </b>but which does not offer a
hike in the passenger facility charge cap, now set at <b>$4.50.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, </b>The <b>FAA </b>is
proposing restructuring the low-level VFR airspace around Manhattan in reaction
to last month’s collision between a sightseeing helicopter and a PA32 over the Hudson River. The agency says it wants to separate traffic flying over the river from
aircraft flying to and from heliports and seaplane bases by altitude. This will
include a new <b>Class B VFR </b>corridor that it hopes will be the preferred
choice of pilots flying over the Hudson. This new airspace will go from <b>1,300
feet to 2,000 feet </b>and aircraft within it will operate under direct <b>air
traffic control. </b>Uncontrolled <b>VFR traffic</b> will operate between <b>1,000
and 3,000 feet </b>and pilots will be required to monitor a common frequency
and announce entry, progress and departure from the airspace. </p>

<p class=MsoNormal style='text-align:justify'>The working traffic below <b>1,000
feet </b>will monitor the same frequency. New charts will be created to clearly
delineate the corridors and will highlight the hybridized <b>Class B. </b>“These
steps will significantly enhance safety in this busy area and create
crystal-clear rules for all pilots who operate there,” said <b>FAA
Administrator Randy Babbit.</b> The new rule would also formalize some common
practices.</p>

is an update from Washington, D.C. The <b>FAA </b>on Tuesday August 4, 2009
changed its certification standards for transport category airplanes to require
either the automatic activation of ice-protection systems or a method to tell
pilots when they should be activated. “We’re adding another level of safety to
prevent situations where pilots are either completely unaware of ice accumulation
or don’t think it’s significant enough to warrant turning on their ice
protection equipment,” said <b>FAA Administrator Randy Babbitt. </b>The new
rule requires that airplanes must have an effective way to ensure the
ice-protection system is activated at the proper time. The <b>FAA </b>has
previously required the activation of pneumatic deicing boots on many aircraft
models at the first sign of ice accumulation, a rule that has been
controversial among pilots, some of whom believe they should wait for ice to
form before activating the boots. This new certification standard avoids
relying on the pilot alone to observe whether the airplane is accumulating ice,
the <b>FAA </b>said, and it applies to all types of ice-protection systems, not
just the boots.</p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, Department of homeland
Security Inspector General </b>reports that the national security threat posed
by <b>general aviation </b>is <b>“limited and mostly hypothetical.”</b> The
Inspector General notes <b>TSA </b>has tailored its security strategy to the
range of airfield environments and classes of aircraft and operators, rather
than introducing overly broad regulations that are costly to implement. The
agency also analyzes credible intelligence information to prioritize existing
threats and identify practical, targeted measures to reduce risks in the
aviation sector. “The current status of (<b>general aviation) </b>operations
does not present a serious homeland security vulnerability requiring <b>TSA </b>to
increase regulatory oversight of the industry,” the Inspector General
concludes.</p>

<h1 style='margin-right:-81.0pt;text-align:justify'>Greetings! First, Here’s an
update from Washington, D.C. On May 28<sup>th</sup>, the Transportation
Security Administration (TSA) released  Security Directive 1542-04-08G (SD),
which modifies security protocols for transient and after-hours pilots flying
into commercial service airports, beginning June 1, 2009. Comments NBAA in a
statement, <span style='font-weight:normal'>“The agency’s willingness to
address our most pressing concerns gives us optimism that, over time, </span>TSA
<span style='font-weight:normal'>officials will remain ready to discuss
additional, unforeseen, and unexpected effects of the program so that it does
not become an impediment to operations.” According to </span>NATA, <span
style='font-weight:normal'>the effect of the S.D. on the GA pilot community
depends upon the following:</span></h1>

<p class=MsoNormal style='margin-left:37.5pt;text-align:justify;text-indent:
-19.5pt'><b><span style='font-size:16.0pt'>1.<span style='font:7.0pt "Times New Roman"'>&nbsp;&nbsp;&nbsp;&nbsp;
</span></span></b><span style='font-size:16.0pt'>For home-based pilots, the
badging requirements apply if the person has leased space or is part of a
tenant program, unless alternate measures have been approved by the airport
operator. An example of an alternative measure would be an escort program.</span></p>

<p class=MsoNormal style='margin-left:37.5pt;text-align:justify;text-indent:
-19.5pt'><b><span style='font-size:16.0pt'>2.<span style='font:7.0pt "Times New Roman"'>&nbsp;&nbsp;&nbsp;&nbsp;
</span></span></b><span style='font-size:16.0pt'>For transients, they will not
be required to have airport badges or back-ground checks from any of the
non-home based airports they visit. Transient pilots are advised to remain in
the footprint of their aircraft and to and from a service provider or airport
exit.</span></p>

<p class=MsoNormal style='text-align:justify'><b><span style='font-size:16.0pt'>Secondly,
</span></b><span style='font-size:16.0pt'>The <b>U.S. House of Representatives </b>passed
its version of the <b>FAA Reauthorization (HR 915) </b>and did it without <b>user
fees. </b>The <b>House </b>prefers funding the agency using excise taxes on
fuel and airline tickets and a general fund contribution to provide <b>$70
billion for FAA programs, </b>including <b>Next Generation funding, </b>between
fiscal years <b>2009-2012. </b>While <b>HR 915 </b>does not impose user fees,
it does include a moderate increase in taxes on <b>GA fuel </b>as had been
agreed in the <b>2007 reauthorization bill. </b>Consistent with the prior
compromise not to implement user fees on GA operations the bill raises taxes
from <b>19.3 cents per gallon to 24.1 cents per gallon for aviation gas, </b>and
from <b>21.8 cents per gallon to 35.9 cents per gallon for jet fuel </b>used in
noncommercial operations. The increase in fuel taxes is specifically designed
to help fund the modernization of the air traffic control system.</span></p>

<p class=MsoNormal style='text-align:justify'><span style='font-size:16.0pt'>The
<b>House Transportation Committee </b>has consistently rejected <b>user fees </b>as
a means of funding the <b>FAA or the air traffic modernization. </b>The <b>Senate
</b>will now take up <b>HR 915 </b>or introduce its own legislation. To date,
two hearings on the <b>FAA reauthorization </b>have been held by the <b>Senate
Commerce Committee’s Aviation Subcommittee, </b>but no <b>reauthorization bill </b>has
been introduced in the <b>Senate.</b></span></p>

<p class=MsoNormal style='text-align:justify'><b><span style='font-size:16.0pt'>Thirdly,
</span></b><span style='font-size:16.0pt'>following is an update concerning

an update from Washington, D.C. As <b>Aero-News </b>put it, “Meet the New <b>FAA
Boss.” </b>On May 21<sup>st</sup>, the <b>U.S. Senate </b>confirmed <b>J.
Randolph “Randy” Babbitt </b>as the new <b>FAA Administrator. </b>After
swearing in, <b>Babbitt </b>will take up his position at 800 Independence
  Avenue, SW, Washington, D.C. As a pilot who has been flying since he was 16
years old, former president of the <b>Air Line Pilots Association (ALPA), </b>and
member of the <b>FAA Management Advisory Council, Babbitt</b> brings a wealth
of aviation experience as he takes the reins at this pivotal time. During his <b>Senate
confirmation,</b> hearing <b>Babbitt </b>said that he will seek input from all
aviation stakeholders to address the issues facing the <b>FAA. </b>Among those
issues are achieving an agreement with the controllers union and making clear
progress on building the <b>Next Generation Air Transportation System, or
NextGen. </b>At his confirmation hearing, <b>Babbitt </b>said <b>NextGen </b>will
allow for approaches by general aviation pilots into many small airports
throughout the country.</p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, The National
Transportation Safety Board (NTSB) </b>issues an urgent safety recommendation
to <b>FAA </b>in which it asks the agency to prohibit further flight of a type
of small airplane that has been involved in six in-flight structural breakups
since 2006. </p>

<p class=MsoNormal style='text-align:justify'>The recommendations apply to the
Zodiac CH-601XL, a low-wing, fixed-gear, single-engine, two-seat general
aviation airplane designed by Zenair, Inc. The CH-601XL, was certified as a <b>Special
Light Sport Aircraft (SLSA) by FAA in 2005.</b></p>

an update from Washington, D.C. The <b>Obama Administration </b>announced last
Thursday that it will create a mediation team to immediately address the  <b>FAA/NATCA</b>
contract dispute and <b>NATCA President Patrick Forrey </b>was quick to respond
with praise. Controllers have been dissatisfied with work conditions since
contract negotiations broke down and the <b>FAA </b>imposed non-negotiated work
rules on the union nearly three years ago. <b>NATCA </b>understood the <b>President’s
</b>comments and action to indicate that the <b>Administration’s </b>resolve to
stabilize the controller workforce and restore a collaborative work environment
is a top priority. Said <b>Forrey, “With this step, President Obama is
fulfilling his commitment to the safety and modernization of the air traffic
control system, and to the dedicated men and women safety professionals who run
the system each day.” Forrey </b>added thanks to <b>Transportation Secretary
LaHood “for his leadership and commitment to resolving this issue.”</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, President Obama </b>has
nominated <b>Randy Babbitt</b> to become the next <b>Administrator of the
Federal Aviation Administration,</b> a move generally welcomed by industry
groups. <b>Babbitt, </b>former <b>President and COO of the Air Line Pilots
Association, </b>has 40 years of aviation experience. Last year,  <b>U.S.
Department of Transportation Secretary Mary Peters </b>named <b>Babbitt </b>to
the independent review team tasked with evaluating and crafting recommendations
to improve the <b>FAA’s </b>implementation of the aviation safety system and
its culture of safety.</p>

<p class=MsoNormal style='text-align:justify'>Comments <b>James k. Coyne,
President of the National Air Transportation Association, </b>“There is a lot
of good intent on <b>Capitol Hill </b>to improve a long-term (aviation funding)
measure, finally. I am hopeful that with <b>Randy </b>filling the <b>Administrator
</b>slot, momentum will carry us over the hump towards passage of a bill that
modernizes our <b>air traffic control system, rejects user fees, and invests in
airport infrastructure.” </b>Says <b>Chip Barclay, President of the American
Association of Airport Executives, “AAAE </b>is very pleased that <b>Randy </b>has
been chosen to lead <b>FAA.”</b></p>

an update from Washington, D.C. A pilot, a labor relations consultant, and the
former president of the <b>Air Line Pilots Association (ALPA),  ATP-rated Randy
Babbitt </b>is now officially <b>President Barack Obama’s </b>choice to serve
as <b>FAA Administrator. Babbitt’s </b>nomination must now pass the <b>Senate </b>before
he can set to the present priorities of (and problems posed by) air traffic
control modernization and funding authorization. The <b>FAA </b>has been
operating since <b>2007 </b>without official funding reauthorization, but under
temporary funding extensions. Hot-topic issues yet to be resolved revolve
mainly around funding plans and the possibility of <b>user fees </b>that go
beyond current taxation methods and do not exclude general aviation operations.
<b>Babbitt </b>will also walk right into the long-brewed enmity of <b>FAA/air
traffic controller relations. </b>AOPA offered a statement, on Friday April 3,
2009, welcoming the announcement of <b>Babbitt’s </b>nomination and looking
forward to working with the new administrator, once confirmed. <b>Babbitt’s </b>nomination
is viewed as <b>“labor friendly” </b>and is supported by <b>ALPA, </b>and the <b>Air
Transport Association </b>whose president <b>James May </b>called <b>Babbitt “a
superb choice.”</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, </b>In its annual
forecast, released on Tuesday April 6, 2009, the <b>FAA </b>said it expects <b>U.S.</b><b> aircraft operations</b> to decrease almost <b>6 percent </b>this year
compared to <b>2008 </b>levels but then start to rebound in <b>2010. </b>Operations
overall will then grow at about <b>1.5 percent per year </b>through <b>2025, </b>with
<b>general aviation </b>growing slightly faster at <b>1.8 percent per year. </b>The
total <b>GA fleet</b> should continue to grow at the rate of about <b>1 percent
per year. </b>“A vibrant, efficient and green aviation system will play a key
role in our nation’s economic recovery,” said <b>United States Secretary of
Transportation Ray LaHood. </b>The report noted that <b>GA </b>operations at
combined <b>FAA </b>and contract towers were down <b>5.6 percent </b>last year,
the steepest decline since <b>2003. GA </b>activity at consolidated traffic
facilities <b>(FAA TRACONs) </b>fell <b>6.3 percent, </b>while the number of <b>GA
</b>aircraft handled at <b>FAA en-route centers </b>decreased <b>7.6 percent. </b>The
number of student pilots decreased <b>4 percent in 2008, </b>the fourth
consecutive year of decline in this category.</p>

<p class=MsoNormal style='text-align:justify'><b>Greetings! First, </b>Here is
an update from Washington, D.C. <b>$7 Billion in Aviation User Fees in Obama
Budget. </b>Aviation groups are raising alarm after combing <b>President Barack
Obama’s </b>first budget and finding the term <b>“direct user charges”</b> in
relation to <b>FAA</b> funding. In fact, the <b>Obama administration </b>targets
raising <b>$7 billion annually, </b>roughly half the <b>FAA’s </b>budget by <b>“repealing
some aviation excise taxes and replacing these taxes with direct user charges.”
</b>The changes would begin in <b>2011. </b>The language is on page 129 of the
budget. <b>General Aviation </b>groups are unanimous in their opposition to the
language.</p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, </b>Both <b>Airports
Council International-North</b> and the <b>American Association of Airport
Executives </b>testified to the <b>House Transportation and Infrastructure
Committee</b> on the need to direct economic stimulus funding to airport
capital improvement projects.</p>

<p class=MsoNormal style='text-align:justify'><b>John Clark, ACI-NA </b>chair
and director of <b>Jacksonville International, </b>urges <b>Congress </b>to
inject some <b>$3 billion </b>into such projects. He related to the committee
that airports get most of the funding for capital projects from the issuance of
bonds; however, turmoil in the credit markets has made issuing bonds difficult
for airports. ‘That is why <b>AIP funds </b>are so important, “ <b>Clark</b><b> </b>says. “Airports have over <b>$3 billion in AIP-approved </b>projects
that are ready to go in the next two years. Guaranteed funding from the federal
government through the <b>AIP program </b>will ensure shovels in the ground at
airports both large and small across the country in as little as 30 to 45 days
after the enactment of…legislation.”</p>

<p class=MsoNormal style='text-align:justify'><b>Thirdly, Government Accounting
Office (GAO) </b>removes <b>FAA’s NextGen ATC modernization program</b> from
its <b>2009 High-Risk List </b>because of <b>FAA’s </b>progress in addressing
most of the root causes of past problems and the agency’s commitment to
sustaining progress. <b>FAA’s </b>efforts have been yielded result, including
deploying new systems across the country and incurring fewer cost overruns,
says <b>GAO, </b>which added <b>FAA Air Traffic Control Modernization </b>to
the <b>High-Risk List in 1995. </b><a href="http://www.gao.gov/">www.gao.gov</a>.</p>

<p class=MsoNormal style='text-align:justify'><b>Greetings! First, </b>Here is
an update from Washington, D.C. If Congress were to include the aviation sector
in its economic stimulus packages, more than <b>40,000 high-paying jobs</b>
would be created, aviation safety would be improved, and there would be
positive effects for the environment, according to a coalition of aviation
organizations.</p>

<p class=MsoNormal style='text-align:justify'>The group of <b>12, </b>including
<b>AOPA, </b>told <b>Senate </b>and <b>House </b>leaders that the industry’s
proposals would “not only achieve short-term economic stimulus goals, but would
also lead to long-term efficiencies and economic growth.” The proposals also
would improve environmental stewardship.</p>

<p class=MsoNormal style='text-align:justify'>“Investing in the aviation
infrastructure will put people to work, help local communities across the
country, and encourage additional economic investment,” said <b>AOPA President
Craig Fuller. </b>“The group proposals incorporate many of the ideas that <b>AOPA
</b>discussed recently in a private meeting with <b>President-elect Barack
Obama’s </b>transportation planning transition team.”</p>

<p class=MsoNormal style='text-align:justify'>Included in the industry
proposals were more funds for airport construction and incentives to aircraft
owners and airlines for installing equipment allowing them to take full
advantage of the <b>NextGen Air Traffic Control System. </b>The group proposed
that some <b>$3 billion </b>be spent on <b>NextGen infrastructure, </b>which
would reduce airline delays, improve aviation safety, and reduce emissions.</p>

<p class=MsoNormal style='text-align:justify'>Included in the proposal is some <b>$2.5
billion </b>to support aircraft equipage, including <b>ADS-B (automatic
dependent surveillance-broadcast) transceivers.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, </b>The aviation
organizations proposed that the current <b>Airport Improvement Program (AIP) </b>receive
an additional <b>$1 billion in funding.</b> There are more than <b>5,000 public-use
airports </b>in the United States, but only about <b>500 have commercial
service. </b>General Aviation airports are the transportation life links for
the majority of America’s communities.</p>

<p class=MsoNormal style='text-align:justify'>“There are improvement projects
that would increase the utility and safety of these vital airports that could
go to contract within <b>30 days</b> if the money were available,’ said <b>Craig
Fuller. </b>The aviation groups predicated that this proposed infrastructure
funding could create some <b>35,000 jobs.</b></p>

<p class=MsoNormal style='text-align:justify'>While the aviation industry is feeling
the current economic pain like everyone else, “all forecasts point to robust
growth in the civil aviation sector in the coming years,” the group said. The
aviation industry directly or indirectly generates more than <b>10 million jobs
and $1.2 trillion in annual economic activity,</b> representing some <b>5.6
percent </b>of the <b>U.S.</b><b> Gross Domestic Product.</b></p>

an update from Washington, D.C. <b>United States Department of Homeland
Security </b>announces additional measures to strengthen private aircraft security
by requiring more detailed information about arriving and departing private
aircraft and persons onboard, within a timeframe necessary for the department
to assess the risks that certain flights may pose to national security,
according to <b>DHS. </b>The <b>Advance Information on Private Aircraft
Arriving and Departing the United States </b>final rule expands on existing
regulations and is part of a comprehensive effort to strengthen <b>general
aviation security.</b></p>

<p class=MsoNormal style='text-align:justify'>“We’re placing considerable
emphasis on raising security in the general aviation sector,” says <b>Homeland
Security Secretary Michael Chertoff. </b>“By getting basic electronic
information in advance, like we do with commercial aircraft, we are able to
substantially reduce vulnerability.”</p>

<p class=MsoNormal style='text-align:justify'>The final rule will require
pilots of private aircraft to send <b>U.S. Customs and Border Protection </b>electronic
manifest data relative to all people traveling onboard. The final rule has been
sent to the <b><i>Federal Register </i></b>for publication and is currently
available at <a href="http://www.cbp.gov/">www.cbp.gov</a>.</p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, the Transportation
Security Administration </b>was urged not to apply a one-size-fits-all approach
to aircraft security by essentially transferring measures used for airline
security to business aviation. The first of a series of public hearings into <b>Large
Aircraft Security Program </b>being proposed by the <b>TSA </b>was held in
White Plains, New York and <b>National Business Aviation Association President
Ed Bolen </b>said that hundreds people packed the meeting room with a
consistent message to properly tailor security measures to the special
considerations of business aircraft. <b>Bolen </b>stressed business aviation
isn’t trying to duck security measures and said <b>General Aviation </b>“takes
a backseat to no one” in the implementation of effective programs, such as <b>Airport
Watch, </b>which have been done at the initiative of the community and not at
the bidding of the federal government.</p>

an update from Washington, D.C. Former pilot union <b>President Duane Woerth </b>is
among the names said to be at the top of the list, but reports over the weekend
suggested both <b>Woerth and Robert T. Herbert </b>are among those who might be
selected to lead the <b>FAA. </b>While <b>Woerth </b>is a familiar name for
many longtime aviators (Woerth was president of the Airline Pilots Association
from 1999-2007), the less familiar <b>Herbert </b>has worked as a longtime aide
to <b>Senate Majority Leader Harry Reid. Herbert’s </b>aviation experience
spans both military and civilian piloting and he has “advised <b>Reid </b>on
transportation, defense and homeland security issues,” according to the
Washington Post.</p>

<p class=MsoNormal style='text-align:justify'><b>Reid </b>has backed <b>Herbert,
</b>sending a letter to <b>President-elect Barack Obama’s </b>transition team,
the Post said, while <b>Herbert </b>has recently sought the audience of
“aviation-related unions.” Meanwhile, <b>Woerth </b>carries the clout of union
experience and some insiders believe that positions him as the one best able to
navigate the maze of contract issues and labor disputes that frequently
complicate matters between the <b>FAA, </b>the <b>National  Air Traffic
Controllers Association (NATCA) </b>and the <b>Professional Aviation Safety
Specialists (PASS).</b></p>

<p class=MsoNormal style='text-align:justify'><b>Secondly, L-3 Security and
Detection Systems</b> of Woburn, MA reports that the <b>U.S. Transportation
Security Administration </b>has recently accepted delivery of <b>30 ProVision
TM Checkpoint Security Systems. </b>The order is part of an existing contract
with the overall contract value of <b>$24 million. </b>After an initial
evaluation of the ProVision in 2007, <b>TSA </b>tested systems at <b>Los Angeles</b><b> International Airport, and John F. Kennedy International Airport, and Phoenix Sky Harbor International Airport, </b>which together serve an estimated<b>
140 million passengers annually.</b></p>

<p class=MsoNormal style='text-align:justify'><b>Thirdly, National Business
Aviation Association (NBAA) President and CEO Ed Bolen </b>announces that the
association has joined forces with the <b>Aircraft Owners and Pilots
Association (AOPA), </b>asking the <b>Transportation Security Administration
(TSA) </b>for an extension to the comment period on <b>TSA’s </b>plan regarding
proposed general aviation security requirements.</p>

<p class=MsoNormal style='text-align:justify'><b>Fourthly, </b>following is an
update concerning Missouri Aviation. The only Aircraft and Airport Bills are as
