By action of the USPA board at the Geneva, IL, meeting, a special members’ meeting is being called at 8:30 a.m. on Friday, October 24, at The Resort at Port Arrowhead, 3080 Bagnell Dam Boulevard, Lake Ozark, MO 65049, for the purpose of voting on a bylaws amendment which would decrease the number of board meetings per year from four to three.

If you cannot attend this members’ meeting, please send your proxy on how you wish to vote on the bylaws change. Email proxies are acceptable.

DUES GO TO $40

At its last meeting in Geneva, IL, the USPA board voted to increase Individual Membership dues from $35 to $40 annually. This increase is to take effect immediately, and will therefore be seen in your next dues billing.

If you have any USPA application brochures, please be sure to mark the increase. All new member applications must now remit $40.

Thank you for joining our legislative update conference call last week with James Christoferson, Deputy Chief of Staff to Senator Hutchison and Jarrod Thompson of the Aviation Subcommittee of the Senate Commerce Committee. By continuing our dialogue with these key senior staff members, you helped strengthen f an important relationship the Alliance relies upon to ensure that aviation remains safe and accessible for every American.

As we learned on the call, it is highly unlikely that a user fee will be passed in any form by this Congress. Unfortunately, we also learned on the call that the final passage of our hard won “compromise” legislation that relies exclusively on the fuel tax is also unlikely. While we will continue our efforts to gain final passage of the FAA bill this year, our focus must now also be on the next Congress and the administration, Democratic or Republican, that will take office in January.

The Alliance's strategy for standing up for General Aviation is simple: when the growing ranks of our members speak, our message will be heard. In order to prevent the airlines from pushing user fees after the coming election, it is important that we continue doing exactly what we did on last week's call: keeping abreast of any developments in Congress, and communicating our concerns to well-placed staffers and members.

Of equal importance is our ongoing effort to spread the word and recruit new members to join the Alliance. After all, every single voice we can muster is important when it's speaking up against the roar of the airlines' noise machine. ELT CHANGES IN FEBRUARY

On February 1, 2009, NOAA will stop monitoring 121.5 MHz ELT signals by satellite. Since the FAA has not issued a mandate to upgrade ELTs to the new 406 MHz international standard, pilots are not required to make the upgrade. However, for safety reasons, many may choose to make the change. After February 1 only ground stations and passing aircraft will detect 121.5 MHz signals, and these are easily blocked by terrain, making downed planes harder to locate. Only pilots traveling to Mexico, Canada, or another country are required to have the new 406 MHz units, which can easily cost more than $1,000 installed. The new transmitters send a much more precise location signal, enabling searchers to narrow down the location to one square mile, compared with 20 or more for older units.

NM MOUNTAIN FLYING WEEKEND HUGE SUCCESS

The NMPA Weekend Mountain Flying Clinic was a huge success. For the Friday evening reception, hosted by NMPA member Ron Krohn and Morgan Stanley, about 50 people were present for the food and beverages, which was a great spread.

For the Mountain Flying FAA WINGS Safety Seminar, 41 people showed up. NMPA member and Director of the Mountain Flying program, Jim Van Namee, did the Power Point presentation. For the flying portion on Saturday and Sunday mornings, ten pilots signed up. Considering the cost of fuel, we thought we may only have one or two want to fly. With ten pilots, we had all we could handle.

We also had 12 new members join NMPA. It was a great weekend and the flying weather was perfect. NMPA is looking forward to doing this again next year.

PALIN ON USER FEES

In answer to our curiosity and interest, we understand that Senator John McCain’s running mate, Governor Sarah Palin of Alaska, signed a resolution in opposition to user fees in May, 2007. Furthermore, her husband, Todd, is a pilot and Super Cub owner.
